Indian Councils Act of 1909, also called Morley-Minto Reforms
Minto-Morley Reforms Muslim's demand for a separate electorate was incorporated
In 12 March 1909 the Morley-Minto Changes allowed partitioned electorates to Muslims.
This Act further extended democratic participation by increasing the size of the legislative councils, both Central and provincial.
27 out of add up to 60 members were to be chosen and 5 seats were saved for the Muslims.
