Minto-Morley Reforms Muslim's demand for a separate electorate was incorporated
In 12 March 1909 the Morley-Minto Changes allowed partitioned electorates to Muslims.
This Act further extended democratic participation by increasing the size of the legislative councils , both Central and provincial.
